4B Engineering and Consulting, LLC officially entered the public works and engineering
world on July 1, 2004, founded by Edward Butts, a well known and widely respected Professional Engineer in Oregon and Washington,
his daughter, Brooke Saltarello, the firm's CAD and Engineering Technician, and his wife, JoAnne. In January, 2011 his
son, Adam Butts, was added to the firm. Recognizing the close relationship between members of the family, the name "4B"
is derived from the four family members of the Butts family: Ed, JoAnne, Brooke, and son, Adam (actually five, when you include
Ed and JoAnne's pride and joy; grandson--Brice!). Between the 28 years of 1976-2004, Ed was formerly with Stettler Supply
Company and the engineering division: Stettler Company, both of Salem Oregon; and during that time he was responsible
for numerous water and wastewater engineering projects and many design-build projects of note. The experience he gained through
those many years of designing and constructing water systems has provided him with an insight and knowledge of TOTAL project
delivery that most engineers cannot possibly have. While at Stettler, Ed was not only responsible for the engineering and design of many
important facilities, including the City of Keizer Oregon water system and City of Monmouth Oregon Asbestos Fiber Water Treatment
facility, he was also responsible for delivering them to the client on-time, on-budget, and even with a little profit
left over for Stettler! In addition to conventional water and wastewater design, Ed has been one of the driving forces and
the primary design engineer for the majority of Aquifer Storage and Recovery (ASR) systems currently operating in Oregon and
Washington states, personally responsible for the design and engineering of 14 of these innovative water delivery systems.
The vast majority of projects Ed has been involved with over the years has used the "design-build" type of project
delivery. This means that Ed not only had the responsibility for the design and engineering of numerous water and wastewater
facilities, he was also charged with implementing the timely construction and completion of the project, on-time and within
budget. This experience and background may be unique in the consulting engineering profession, but is typical for Ed Butts
and invaluable for 4B's clients.
